The reason is:
Missing Mandatory element (0x0e) LLC-PDU, rest of dissection is suspect

So if this is a UL-UNITDATA it seems not to be accoding to specification.
Does the rest of the dissection look OK
e.g Cell Identifier - RAI: 404-27-114-114, CI 16972 does that look right?
