patch 4/6 Refactor expiring of packet frame values.  (use ep_alloc instead of
g_malloc)

Can you clarify what this code does with the new "frame value list"? I'm also
interested in your take on why "Prefs" needed to change.

This patch does a bit more than its title implies. There's a change to
ByteArray_tvb() to allow a hex-string initializer. That should be in its own
bug report as an enhancement request, since this bug report is about errors and
memory leaks.
