An updated patch against trunk (r40285).

The original patch sat for too long and so it needed some basic tweaking in
order to compile against the latest Wireshark sources.  This initial shell of a
dissector is simple enough, but as Alexis mentioned, it would be good to have a
capture file available for basic sanity testing.

It's good to see that the port is registered with IANA.

BTW, to the original author, I added some modelines to the end of the file, but
you might want to tweak them if you prefer different settings.
