ICMP destination unreachable packet for "File -> Export -> PDML" test

Actually, I'm not so sure nested proto tags are a problem, as the attached ICMP
destination unreachable packet demonstrates if you export it to pdml.  To me,
this is how it should be displayed, as nested <proto>'s, not as nested
<field>'s.

But nor do I see anything stating that you can't have nested <proto>'s.  In
light of the attached pcap file, I am now inclined to close this bug as
invalid.  Any objections?
