H.248.1 Version 3 page 90 states this, right before the ABNF grammar you refer
to:
"Everything in the ABNF and text encoding is case insensitive. This includes
TerminationIDs, DigitMapIDs, etc. SDP is case sensitive as per RFC 2327."
I don't think that the product has a good reason for using lowercase here, but
if it is case insensitive, it is. I don't want to be a pain, but I will reopen
this and let you comment.
