My $0.02:

There is some small duplication with Bug 6574. However, there's a lot of
non-intersecting added functionality/diffs in these two bugs.

Specifically, Bug 6610 proposes additional support for:
2. BFD extension      - RFC 6428
3. LSP Ping extension - RFC 6426
That is not in the other bug.

But also includes:
1. GAL/GACH support   - RFC 5586 (packet-mpls.c)
And Bug 6574 adds support for a number of things, and also for a superset of
this #1 above.

It appears to me that the changes proposed in Bug 6574 in packet-mpls.c and
packet-mpls.h are a more comprehensive/encompassing in regards to the GAL
treatment and the generalization to the PW-ACH.

It also appears to me that the changes in packet-bfd.c and packet-mpls-echo.c
are unique, and the changes in  this bug in the chunk at '@@ -379,6 +400,54 @@
 of packet-mpls.c are also unique. But I'd take the changes to the GAL (label
13) from Bug 6574.
