...and we already have a dissector for the DPNSS link-layer protocol.

I've added, in rev 39739, a preference for ISDN to select LAPD or DPNSS as the
D channel protocol.  Open up the preferences with Edit -> Preferences, open up
the list of protocol preferences, select "ISDN", choose DPNSS, and click OK.

The preferences are saved, so the next time you open a file, it'll use DPNSS;
you'll have to switch it back to LAPD for ISDN captures using LAPD.  You can, I
think, also use configuration profiles, with one for ISDN captures using LAPD
and another for ISDN captures using DPNSS.
