OK, so it looks as if what I saw in the first two files, and originally thought
was part of the file header, was probably a "Start Monitor" record.
In the QSig with Start Monitor.aps file, the "All Alarms Cleared" messages are
being misinterpreted as packets, as are the Sa Bits messages. More
reverse-engineering is required....
