I think you may want to add more/different sanity checking:
- open a capture file
- open the time shift window
- close the capture file
- try appending some time shift values
Maybe you just could move the sanity checking to time_shift_apply_cb()?
The menu item can be blocked in set_menus_for_captured_packets().
