Adds decoding of compressed and tunnelled IPv6 packets.

Running on Linux 2.6.31-23-generic, with locale en_US.UTF-8, with libpcap
version 1.0.0, with libz 1.2.3.3, Gcrypt 1.4.4.
Built using gcc 4.4.1.

The 6LoWPAN dissectors don't properly dissect compressed packets that are
tunnelling IPv6 packets (identified by an NHC with EID=0x7). This patch
corrects the problem.
