My guess is that stat() is hung up in the bowels of the Windows OS looking for
the file and that's the reason for the slow loading time (an OS dependent
"feature").  Don't know how to fix this other than removing stat(), which as
you note, could be argued either way.  If stat() is kept in, I think this bug
is stuck at WONTFIX. (as may be bug 6056)
