Actually, "Vendor" is the vendor of the OS; they may, or may not, be the vendor
of the package.  Presumably, however, the original statement of the bug could
be changed to say

  "FreeBSD Foundation" isn't the right word, the FreeBSD Foundation is for
supporting the FreeBSD Project but does on itself not provide FreeBSD.

and, I think, remain true.

Does this apply, *mutatis mutandis*, to NetBSD, where we're listing "NetBSD
Foundation" as the vendor of the OS, or to Gentoo, where we're listing "Gentoo
Foundation" as the vendor?

(Also, are Red Hat the vendors of Fedora, or is the Fedora Project the vendor? 
Their home page lists it as "A Red Hat-Sponsored Community Project".)
