Attached patch add support for short ipv4 forms like:
10/8 <-- same as 10.0.0.0/8 (range: 10.0.0.0 -- 10.255.255.255)
192.168/16 <-- same as 192.168.0.0/16 (range: 192.168.0.0 --
192.168.255.255)
192.88.99/24 <-- same as 192.88.99.0/24 (range: 192.88.99.0 -- 192.88.99.255)
I found this patch useful, not commiting to not confuse users.
