Since SSL has already been converted to UAT, the only remaining candidate is
6lowpan.  It has a "static" array of 16 values that it uses for "index math",
it's not a true list (of increasing items) like ESP and IEEE 802.11.   However
it could be converted to use a for loop (seems a little silly just for the
preferences file)

If the ESP patch is applied, the preferences file is "back down" to ~130kB. I
guess it grew some over the years with additional protocols.
