Dear Wireshark team,

the attached patch against r37382 contains the DVB-CI host control resource
according to section 8.5.1 of the DVB-CI specification (EN50221). It's fairly
straightforward, all apdu components are uint16 or uint8.

P.S: There was no response to all my recent submissions. Is there anything
wrong or are you simply busy finalizing the 1.6.0 release?
