(That seems a bit clunky.  Perhaps there should be a command-line option to
start up Wireshark with the "Capture Options" dialog open?)

I tried running Wireshark with "-k -i en1" from the command line, stopping the
capture, and then restarting it from the GUI with "host 127.0.0.1" as the
filter (which should not have captured any traffic); "ps -ef | egrep dumpcap"
showed dumpcap running with no capture filter, and the capture did, in fact,
see some traffic, so this bug is not Windows-specific.
