An initial draft of a dissector that handles the first 12 bytes of an ENCM
packet (Block Header)

This isn't quite in a fit state to be checked in, and I know that there's
probably some clean-up to be done as far as variable and method names (and
other areas) are concerned; although I've just hacked up this patch which
intuitively seems to correctly dissect the Block Header section of the packets
that I've tested.

I'd eventually like to handle dissection of the Frame Pointer section, and
maybe even handing off to other dissectors - although I felt that it'd be a
good idea to share my progress, and solicit feedback, before I precede.
