Patch that brings PPI-Vector tag into compliance with v2.0 of spec
This patch updates the vector tag to v2.0:
*Remove velocity/acceleration fields
*Rename RFU->X/Y/Z offsets
*Create RelativeTo: Subfield in vector flags
*Add Angle of arrival characteristc
*Fix pgain bitmask (off by one)
*Adds version checking (removes support for v1)
