Correction: I noticed IPP and other-than-IPP as the Content-Type on the same
TCP HTTP connection to the CUPS server on port 631. 

That being said I still wonder if the answer is to decode based upon the
Content-Type since the non-IPP traffic to the CUPS server appeared to be normal
HTTP [Content-Type == Text, etc).
