Your RadiusID is rotating within the tracefile. As wireshark uses the
connection tuple (src ip+port, dst ip+port) plus the radius ID to track
response times, it is not able to discriminate the the Radius requests and
responses properly when they occur multiple times.

The Radius dissector needs to be extended to support rotating RadiusID counters
per connection.
