Hello Stephen,
thanks for the clarification.

I believe that port 1010 was inserted by the creator of the PCEP dissector
using a value decided locally to implement and test first version of the
protocol, because, at that time, the value was still to be assigned by IANA.
What confused me was "for the time being": in my view 4189 is not a provisional
value.
