This bug and the patches attached to this bug should introduce a TETRA decoder
to Wireshark. The history of this code is as following:

The Professional Mobile Communication Research Group of the Beijing University
has created a TETRA decoder for wireshark, they made the decision to use the
ASN1 infrastructure for creating the dissector and were kind enough to send the
GPLed sourcecode to us. This group is using a protocol provided by their
equipment.

The Osmocom Group has started to work on decoding TETRA this year and decided
to extend the GSMTAP header to support TETRA.

To make it clear who wrote the dissector the first patch is introducing the
code as it comes from Beijing University, following patches then integrate the
code with the buildsystems, make it compile and start cleanups, the last set of
patches will add the GSMTAP TETRA support.

The big question is if the final patch should follow this pattern or if you
(the wireshark developers) want to have one big tetra patch.
