I was able to create a small .pcapng file and tried to convert it to .pcap, but
it failed with the same error. However, I was able to successfully convert it
if I manually specified the output encapsulation:
editcap.exe -T ether test.pcapng test.pcap
Because there is a relatively easy work-around, I'm reducing the severity to
minor.
