I think that it is a matter of personal taste.

Yes it would be possible to make a decision based on the first octet of the L3
info.  It would also be possible to call both dissectors and let the user
decide which decoding looks best.

I decided that the approach that I took is better because it would detect a L3
Info field that was encoded with the wrong format for the current transaction
(or that the transaction is the wrong type for the L3 Info), which cannot be
deduced from a single PDU.
