Thank you for updating packet-pana.c. 

I've reviewed the part of dissecting the AVP Value and found your code
is correct. 

Talking about the AVP Length, I'm guessing some PANA implementers
didn't notice the change of the AVP Length definition. The draft-13
defines the AVP Length contains the length of AVP header part. The
definition has changed to as RFC 5191 at draft-14.

By the way, I've updated the Wireshark Wiki PANA protocol page (
http://wiki.wireshark.org/PANA) and attached a real PANA capture file
to SampleCaptures page
(http://wiki.wireshark.org/SampleCaptures). Please check them.
