There are enough issues with this patch that I'm backing out the change and
reopening the bug.

1) The UI guidelines for three of the four major desktop environments -
Windows, GNOME, and KDE - all recommend that the window title *not* begin with
the application name; that means that the truncated titles that tend to show up
in taskbars might show only the application name, so you have N
indistinguishable taskbar items for the app if you have N windows open:

window, and the application name, separated by a hyphen. For example,

application developers may want to increase recognition of their application.

2) The change doesn't affect live-capture windows or "idle" windows (no capture
in progress and no file open).

3) It's not updating the title bar as soon as you change the check box setting.
