Those aren't ASCII quotes.  Looking at those quotes in an (8-bit clean) ASCII
editor shows what they really are:

data.data contains \xC2\xA8test\xC2\xA8

Wireshark pretty much is ASCII-only I think.

But, are you saying that when you type a double quote into Wireshark you're
getting these quotes instead of ASCII quotes?  Or are you, for example,
cut-n-pasting this filter from another program into Wireshark?

(I've had no end of trouble with MS Word's fancy quotes messing things up when
cut-n-paste into other programs.)
