In Wireshark 1.2.x there's a GSM_SMS preference named "Always try subdissection
of the fragment of a fragmented". To see the SMS text in one of the fragments
you need to enable this preference.
This is confusing so I removed the preference in rev 32812. I also added a "do
reassembly" preference to control whether the reassembly is done or not (this
is more consistent with other dissectors that do reassembly).
