Sounds like your OS believes that Daylight Savings (Israel Summer Time) is in
effect in August and not in other cases.
(Anyway, Wireshark uses standard routines to convert the timestamp into your
local time so any problems are almost certainly in the OS, not in Wireshark
itself.)
