As Jaap pointed out, this is more likely a Cygwin issue. When you run svn under
Cygwin the native EOL style depends on your mount point -- if it's mounted
"binary" (the default) UNIX-style line endings are used. If it's mounted "text"
Cygwin should try to automatically convert line endings on the fly. Except when
it doesn't: http://www.cygwin.com/ml/cygwin/2004-10/msg01196.html.

It might be better to explicitly convert the line endings on Windows using
u2d/unix2dos.
