It appears that SVN #32420 didn't correct the problem.
After some amount of trial & error, I've found a different change that seems to
work (although I don't really know if if the change is the right way to do
things).
Specifically: creating disp-exp.cnf seems to depend upon dop-exp.cnf being
created first so I changed dap/Makefile.common to add a dependency upon dop.
I've also reverted the change to disp/Makefile.common

(I'll leave this open for you to review the fix....)
