Fix for ptp dissector correction field bug

Build Information:
Paste the COMPLETE build information from "Help->About Wireshark", "wireshark
-v", or "tshark -v".

PTP dissector displays big correction field values wrong. Like big positive
values as negative or big negative as even larger positive values. 
The attached fix solves this bug.
