Removed the if (type != PARAM_ENCRYPTED) it was useless.
Fixed the locator while loop with locators. I believe it fixes also the ti_loc
uninitialized problem.
Fuzzed and did not run to any problems. Tested also with
http://www.wireshark.org/download/automated/captures/fuzz-2010-03-17-3881.pcap
that was the problem the last time. Now, it results only in a message about
malformed packet but does not crash.
