alert the user that a restart is needed when changes are made to the MIBs
configuration
Geting rid of the buttons would be possible but as I added the after-changes
callback to UAT, I thought that this was one good place to use it.
After the user has made changes to any of the smi UATs and clicks on OK/Apply
an alert dialog will pop up telling the user that wireshark needs to be
restarted for the changes to take effect.
