You did at least 2 things wrong:
(1) You didn't follow the developer guide very carefully, and
(2) You opened a bug against Wireshark when there is none.

Please carefully read and follow the instructions in the developer guide,
especially with respect to the C-runtime redistributable in section 2.2.13 as
Jaap mentioned.  Here's the link to the guide:

still having trouble after that, feel free to post a question on the
developer's list about it and hopefully someone will be able to help you.
