Actually there are two sides of the network in this case, with my iif
(Inter-standard Inter-working Function) signalling gateway in the middle.

It converts CDMA to GSM and vice-versa. Hence there will be a GSM side of the
network (PC 7008) connecting to the adjacent STP node (4829) which is totally
transparent to the CDMA side of the network (PC 78) connecting to the adjacent
STP node (9624).

In this case, there are no issues which decoding the GSM bit (which we can
ignore here), but on the CDMA network, we receive that error on wireshark.

Is it a requirement to have the operation code on CDMA?
