LTE S1AP UEContextReleaseCommand last item, S1-AP-Id-Pair is not well decoded
in the attached file. This leads to trying to decode extension instead of the
following item, which is Cause.

The attached trace is an example of the problem. To properly see the content,
decode SCTP PPID=0 as S1AP.
