patch to add radiotap parser

The radiotap parser is currently unable to parse radiotap files that contain an
it_present bitmap continuation, which has been standardised by radiotap a long
time ago but not used in practice.
With vendor extensions, it will come to be used, and the attached patch drops
in a radiotap parser that can deal with bitmap continuations as well as vendor
extensions.
