Wireshark and tshark should behave the same in this regard--they use the same
code to generate PDML.

That code only attempts to escape &<>"' , though.

I checked in a fix so that any non-printable characters get escaped in rev
31674.  I don't know XML and the like very well, but W3C's validator seems to
like the result.

I'll add this to the for-1.2.6 queue.
