Generic substation Events (GSE) is a control model defined as per IEC 61850
which provides a fast and reliable mechanism of transferring event data over
electrical substation networks. This provides facility to transfer the same
event message to multiple physical devices using multicast / broadcast
services. GSE control model is further subdivided into GOOSE (Generic Object
Oriented Substation Events) and GSSE (Generic Substation State Events).

GSSE messages are MMS messages transported on top of a connectionless osi
stack.
Wireshark doesn't provide connectionless osi beyond the transport layer.

I modified the session (ses), presentation (pres) and acse (acse) layers in
order to accept connectionless frames.

Since connectionless frames are a minor addendum to the connection oriented
protocol I just modified the involved layers as needed instead of make a new
group of dissectors (the connectionless transport already did this).

I have to modify the transport layer (ositp) in order to get a list of
connectionless session dissectors.

I also did a minior tweak to print_area_buf in osi-utils.c in order to
correctly print a 4 byte address in a clnp frame.
