Adding support for it on UN*X is what was added in libpcap 1.0.0. (And, yes,
it did take about 3 years for people to get around to implementing it.)
I think we already support it on Windows; we'd have to check for pcap_create()
(if libpcap has pcap_create(), it also has pcap_activate(), as well as
pcap_set_buffer_size(), so it has all you need to set the buffer size) in the
configure script and, if we have it, add support for -B to dumpcap, TShark, and
Wireshark, and enable the GUI for setting it.
We should leave this open.
