Parsing of Mobile IP extension in the long format (type, subtype, length) is
#ifdefed out, as the check for extension type was implemented incorrectly. This
results in incorrect parsing of such long extensions, and extensions following
such.

The attached patch fixes the check for types with the long extension format and
re-enables it.
