problem occur since upgrade from stable version 1.2.4 to SVN 31111 

steps to reproduce:

- Auto Scroll Packet List = disabled
- start a live capture
- use the vertical scroll bar to scroll down the packet list
- wait for next captured packet
- now the scroll bar jumps to the top

even if auto scroll is disabled it is needed to stop the capture 
to be able to analyse the packets. It's not possible anymore to
do that during running capture like before in V1.2.4
