Patch to enable dissecting the FULL BCCH INFO IE
Build Information:
Paste the COMPLETE build information from "Help->About Wireshark", "wireshark
-v", or "tshark -v".

The RSL dissector currently does not decode or hand-off the layer 3 message
that is contained inside the Full BCCH Info IE part of the BCCH INFO message.
However, the packet-gsm_a_rr.c dissector contains code to fully dissect those
messages.
All we need to do is to hand-off the packet into that dissector and the SI
messages are correctly decoded in the protocol trace.
