Wireshark doesn't hand data to the protocol drivers.  Wireshark *receives* data
from WinPcap, which includes a transport driver that taps into NDIS to see
incoming and outgoing packets.  Perhaps, as Jaap suggested, WinPcap's tap into
NDIS is somehow causing packets to be mangled, but I'm not even sure how that
would happen.
