Wireshark 1.2.3 decodes the message content in the TP User Data field correctly
as long as the SMS is not a fragmented short message.

When the SMS is a fragmented short message, then Wireshark 1.2.3 just decodes
the IE data in the User-Data-Header fields of the TP-User-Data but does not
decode the message content in the TP-User-Data. 

Wireshark 1.0.0 used to decode the message content in the TP-User-Data even for
fragmented messages, though it did not use to decode the IE data in the
User-Data-Header field.

Both the IE data and the message content fields should be decoded for
fragmented short messages.
