In 30770, the function new_octet_aligned_subset_bits(.) is modified.
But it seems line 202 is omitted.
And it causes bitstring decoding error.

old: return new_octet_aligned_subset(tvb, offset, actx, new_length);
new: return new_octet_aligned_subset(tvb, boffset, actx, new_length);
