Hi Andreas,

In attached picture you can see the wireshark is trying to decode it as
TargetID which is choice 
TargetID ::= CHOICE {
        targetRNC-ID                    TargetRNC-ID,
        cGI                             CGI,
        ...
}

The RNC-ID shall be from china where plmnid is 46000
