Hi,
My interpretation is that it should be PER encoded as
TargetRNC-ID ::= SEQUENCE {
        lAI                             LAI,
        rAC                             RAC             OPTIONAL,
        rNC-ID                          RNC-ID,
        iE-Extensions                   ProtocolExtensionContainer {
{TargetRNC-ID-ExtIEs} } OPTIONAL
}
This seems not to be the case in your trace.
