The dissector be_l3_msg() was wrongly expecting to decode a complete GSM L3
message, but the BSSMAP CIPER MODE COMPLETE PDU only contains the IEs of the
44.018 PDU (not the header).

This is easily fixed by directly calling dtap_rr_cip_mode_cpte().

dtap_rr_cip_mode_cpte() is moved into packet-gsm_a_common.c, as it is now
called from 2 files.

A test PDU and patch files are attached.
